Once a company has received a Phase I or II award, Phase III awards can be made to the company using a non-competitive/sole-source process, since competition requirements were satisfied under Phase I and II. Phase III refers to work that derives from, extends, or completes an effort made under prior SBIR funding agreements, but is funded by sources other than the SBIR program.
